We Are Pleased To Announce That Mr. Spyros Zarkos, External Expert – IMF, Will Be Our Speaker At The FinConf 2019 – Banking Regulation Panel
Spyros is a regulation and risk-based supervision expert for a TA program of the IMF in Asia and an insurance resolution expert for an IMF FSAP.
Spyros’ most recent experience, as Head of the Supervisory Review, Recovery and Resolution Unit with the European Banking Authority, was primarily focused on the Pillar 2 supervisory process, on crisis management and on bank resolution. Spyros led EBA’s work on crisis management and resolution since 2015.
In that context, he led and managed the delivery of Regulatory Technical Standards (RTS on MREL, 2 RTSs on valuation) and related reports (report on MREL); was responsible for the EBA Resolution Committee and the annual resolution planning activity; supported the legislative review process of the BRRD 2, SRMR 2, CRR 2 and CRD V.
Moreover, he also led the bilateral engagement of the EBA with National Resolution authorities in the EU; has been a member in the Single Resolution Board’s Plenary Board, contributed to the build-up of knowledge, resources and operational readiness of the EU’s Banking Union’s resolution authority; contributed to the FSB’s Resolution Steering Group meetings and work.
Finally, Spyros has been a member of the EBA mediation team that dealt with some cross-border bank resolution planning cases in the EU between host and home resolution authorities.
Prior to joining the EBA, Spyros spent 6 years at the Bank of Greece. He was one of the main counterparts of the Institutions on financial sector matters under the various Programs with the IMF, EC, ECB, EFSF/ESM, SSM.
Spyros contributed to the development of the Greek financial sector strategy, the viability analysis of the financial intermediaries and the strategy implementation via a wide range of measures: bank resolutions and transfers of carve-outs and/or bridge institutions, bank liquidations and sales of business/orderly withdrawal of foreign banks’ subsidiaries from the local market. He led Greek financial action in the context of the Cypriot program (both in Brussels and in Cyprus).
During the Greek crisis, Spyros was a member of various boards of European Institutions (EIOPA – European Insurance and Occupational Pensions Authority–, ECB/SSM –Single Supervisory Mechanism for the eurozone countries–, ECB/ESRB — European Systemic Risk Board). He was also a member of the General Council of the Hellenic Financial Stability Fund, overseeing and approving the private recapitalization effort of Greek banks in 2014.
